Former "That's So Raven" star Raven-Symone returns in the new sitcom State of Georgia (9:30 and 10:30 p.m., ABC Family), and it's like she never left.

That is not a good thing. Because Raven-Symone is apparently under the impression that she's still on the Disney Channel, shouting her lines and "acting" like she's on a high-school stage.

You could call her performance animated. But that's also not a good thing. She's more like a cartoon than an actual person.

Raven-Symone stars as Georgia, an aspiring actress who's determined to take New York City by storm. Georgia moves into her Aunt Honey's (Loretta Devine) basement with her nerdy friend, Jo (Majandra Delfino).

The pilot episode plays out like a really bad episode of "I Love Lucy." When an agent suggests that Georgia could stand to lose a little weight, she tries to win him over - by cooking him fried chicken. Really.

This is supposed to be funny, but it's actually kind of sad. ABC Family has come up with some bold, intriguing hourlong dramas, but this is the best the channel could do for a sitcom?
