For months, Gov. Gary Herbert has been negotiating with the Obama administration to create a unique alternative to expanding Medicaid. Now that the Healthy Utah plan is close to having federal approval, the focus shifts to Utah legislators. Will lawmakers go along with the governor's health care solution for the poor?
