Dick Cheney revs up war talk. Herbert touts 'conceptual' deal on Healthy Utah. Trib town hall tonight on Swallow/Shurtleff.

Happy Wednesday. Former Vice President Dick Cheney was a prime architect of the Iraq invasion in 2003 and now says that America must be prepared to go back again with the growing threat of ISIS dominating parts of the region. Cheney warned House Republicans in a closed-door meeting yesterday that it's time to act and GOP members tended to agree. [HuffPost]

Topping the news: Gov. Gary Herbert says he has a "conceptual" deal with the federal government to approve his Healthy Utah plan that would expand Medicaid in the state but with a type of "work effort" requirement. [Trib] [DNews] [UtahPolicy]

-> Members of the Utah Transit Authority board were challenged to rely on UTA buses and trains to get to work, and only three out of the 16 accepted the challenge, which some say shows the difficulty in relying on mass transit in Utah. [Trib]

Rep. Chris Stewart meets with the Georgian Labor Party, the Defense Business Board Task Force, attends the Republican Study Committee Meeting and participates in an USO service project for wounded warriors. Lamar Alexander to discuss marketplace fairness. He visits the Pentagon Memorial to commemorate 9/11 victims, has lunch with Ron Haskins to discuss impacts of public policy on families. He later meets with Rep. Elijah Cummings to discuss and provide updates on Healthy Utah and Sen. Mitch McConnell to coordinate and provide introductions for the National Governor's Association. He ends his day in a discussion with Interior Secretary Sally Jewell.
