I read the other day that the Legislature finally ended and came up with another mandated "balanced budget." In the past, I believed them when they said this — that they did indeed balance the budget. But now I read that this year's Legislature borrowed $1 billion for road repair. How can you have a balanced budget when you owe $1 billion? That's like saying a millionaire is worth $10 million, knowing that he owes over $12 million. What's with all this doublespeak?
