Gov. Gary Herbert is a hypocrite. If he really cares about the people of Utah and their safety on the state roads and highways, he would not have signed House Bill 265, which permits people to have cars on the road that may not — or would not — pass inspection. If they do not have to be inspected, they may have multiple safety issues that the owners will not be held accountable for or get repaired.

Herbert received many calls to not sign the bill, as opposed to a very small number to sign. Unbelievably, he does not really care about our safety on the highways as he stated when he lowered the blood alcohol level. So, you may be driving on one of the major thoroughfares in Utah at 80 miles an hour next to a clunker with a cracked windshield, mechanical problems and worn tires.

This person's lack of conscientiousness may be the cause of a major accident and you will have no recourse. The program he is replacing was very reasonable. Vehicles that were 4, 8 and 10 years old needed inspections. Vehicles older than that needed inspections every year. Inspections cost $15.
