Those favoring lowering the blood alcohol content (BAC) to 0.05 say that is the norm in Europe. Having lived and worked throughout Europe, I would like to point out that neighborhood bars and restaurants also are the norm in Europe. A German, a Frenchman, a Brit or a Greek doesn't have to drive to enjoy a drink with his friends and neighbors. He can walk. Would that it were so in Utah.
