I have difficulty understanding the mindset of the Utah Legislature as it pertains to this year's programs.

On one hand the Legislature seeks to raise the legal age of smokers from 19 to 21 years of age, as they have not matured enough not to smoke.

On the other hand, the Legislature seeks to lower the age for concealed weapon permits to allow holders to be 18 years of age when federal law prohibits the purchase of handguns to anyone under the age of 21.

What are they thinking?
