In regards to the issue of lowering the blood alcohol limit to .05 instead of .08 as it is now, I believe that the .08 is acceptable. If you are are going to lower it to .05, then you also need to make the same penalties that apply to DUI apply to distracted driving. If you are going to lower the blood alcohol level that low, then the people going down the freeway at 70 mph talking on the phone or texting are as much or even more dangerous as those with a .05 blood alcohol level.
