I looked at my latest Rocky Mountain Power bill and found the following charge: Basic charge — single phase, $6 per month. This seems to be a general overhead charge covering accounting, billing, production, distribution and other costs. I assume all rate-payers, including those with solar panels, pay this fee. If, as alleged, solar producers use less of the network, are they entitled to a rebate and not a surcharge? Perhaps RMP should rethink its latest position.
