Letter: A tactic Bishop is familiar with

Recently, Utah's silver-tongued Rep. Rob Bishop remarked in regards to a likely presidential designation of the Bear Ears Monument: "It's going to be very difficult to make this monument unless it's simply 'Screw you, Utah, in your face.'"

So, in other words, a similar tactic that our entire Utah congressional contingent has used in basically every instance with the current administration.
