In her State of the City address, Mayor Jackie Biskupski correctly noted that, "It costs far less to keep current employees ... than it does to find new talent to fill their shoes."
Perhaps the mayor should have considered that before she ousted four accomplished and well-liked department heads within a month of taking office.
