When engaged in arms-control negotiations, Ronald Reagan used to say, "Trust but verify." The same caution must apply when the U.S. admits guest workers, students, refugees or prospective citizens.

As soon as someone proves we can verify the status of people who want to come to the U.S., and run a background check that raises no concern, let the people come. But without documentation for each person, without knowing who we let in, and without the capability to track them, let's keep the gates secured a bit longer.

The flow of refugees has provided a way for criminals and terrorists (see: Paris, France) to easily slip into Western Europe. I don't want that situation here.
