The City Council's 4-1 vote prohibits smokers from lighting up in the city's parks, cemeteries, open spaces, recreation areas, transit stations and within 25 feet of bus stops or 50 feet of mass gatherings.
The sole naysayer, City Councilman Alan Summerhays, said the measure was too broad.
"I don't want people smoking around kids at baseball diamonds. But if they're going to smoke by themselves out in the middle of nowhere, let them kill themselves by themselves," the nonsmoker said Wednesday.
"This is just too much regulation on individuals. The government 'governments' you to death and taxes you to death, and I don't know where you stop. Every time you turn around, the city wants to stick you with more rules."
Draper's move - the vote was Tuesday - comes on the heels of a ban in Holladay, which was approved last week. Salt Lake County, West Valley City and Salt Lake City have likewise prohibited the practice.
Draper Councilman Jeff Stenquist said the ban is a way to protect residents' well-being, especially amid climbing health-care costs.
And City Attorney Doug Ahlstrom added that the city doesn't want a tossed cigarette torching its scenic hillsides.
