Immigration bill combines many proposals

A long-awaited illegal immigration bill was made public Thursday. It combines into one proposal several measures already moving through the Legislature.

SB81 - which mirrors an Oklahoma law that is considered one of the toughest in the nation - is being sponsored by Sen. Bill Hickman, R- St. George. The 16-page bill would:

* Repeal in-state college tuition for eligible undocumented students who register for school after April 30, 2010. If they register before May 1, 2010, they would be allowed to continue paying in-state tuition until they finish school.

* Mandates that the attorney general negotiate an agreement with the U.S. Homeland Security Department to allow state or local law enforcement officers to perform certain functions of a U.S. immigration agent.

* Force public employers and their contractors to verify the immigration status of all workers using the federal online system. There are no penalties attached.

* Create a Fraudulent Documents Identification Unit in the state Office of the Attorney General.

* Make it a Class A misdemeanor to transport or shelter undocumented immigrants.
