Steve Peterson served two four-year terms and got unseated by challenger Barry Topham in November, while Hugo Diederich, who served for six years, chose not to seek another term.
In addition to Mayor Dennis Webb giving the two departing council members framed keys to the city, Holladay's Chief of Police Services Steve DeBry gave each a plaque and said he valued their friendship.
"If you called me at 3 a.m. from Cedar City, saying you need a ride, I'd come pick you up," DeBry said.
City Manager Randy Fitts said he echoed DeBry's sentiments about friendship, but drew the line at any late-night offers of assistance.
"If you call me at 3 a.m.," Fitts grinned, "I'll have you arrested for disturbing the peace."
