A civil rights complaint filed against the Utah State Office of Education regarding teacher qualification standards has been withdrawn by a Salt Lake City activist. Michael Clara had argued that a plan for teachers of non-English-speaking students weakened some training requirements.
Since being assured by state officials the problematic training plan has been eliminated, he asked that the Office for Civil Rights in the U.S. Department of Education take no more action on his complaint.
At issue was whether combining the reading and English as a Second Language endorsement would negatively impact minority students. - Julia Lyon
