The man responsible for estimating the financial impact of proposed legislation is retiring. John Massey has worked for the Legislative Fiscal Analyst office for 18 years. His staff provides state legislators with revenue projections, drafts budget bills and estimates the fiscal impact of every piece of legislation. Such "fiscal notes" are sometimes controversial when lawmakers feel the decision is political. Massey's office is non-partisan. His last day on the job will be July 30.
