Logan to spend $2.6M for expansion

LOGAN - Logan City employees are bracing for a big move.

City Hall will move to a nearby, soon-to-be expanded Justice Center, and the overcrowded Logan Library will take over the vacated space on this northern Utah city's Main Street.

The cost to expand the 54,000-square-foot Justice Center by another 25,000 square feet: nearly $2.6 million.

The Logan City Council allocated the money Tuesday night in a 4-1 vote.

Finance Director Rich Anderson said $2.1 million will come from the capital-projects reserve fund; the remaining $450,000 will be tapped from the recently divested Logan Transit District, now a part of the Cache Transit District.

An additional $1 million - to cover renovation of the old City Hall space for the library and to add finishing touches to the overall project - is expected to be gleaned from future reserves, Anderson said.

"By spending approximately $3.5 million, we believe we will actually save $10 million over that period of time [25 years]," Anderson said.

But City Councilwoman Laraine Swenson - the lone "no" vote - disputed the figures, saying long-term parking costs have not been accounted for by city officials.

She said she didn't believe the figures reported, and she pushed for a more comprehensive design plan for the entire city block.

"We're looking at today's needs," Swenson said. "We're not looking at the public needs for 20 years."

Mayor Randy Watts, who has been the driving force behind the relocation and expansion, said his plan has immediate and long-term benefits.

"We're going to multitask the Justice Building and maximize the square footage," Watts said. "The police and the City Hall will come together jointly to get the best use out of that building for the next 30 years."
