Frustrated by the inactions of Congress, Utah's legislative leaders started Tuesday to plan a broad summit on illegal immigration.
The summit would include Utah's five congressional delegates as well as all of the state legislators, under a tentative proposal pushed by Draper Republican Sen. Howard Stephenson.
"We will try to define the problem and address that problem in a bipartisan way," Stephenson said.
He envisions Utah's elected officials inviting national experts to give testimony on the impact of undocumented workers and how they get into the country.
House Minority Leader Ralph Becker backed the effort as long as legislators do not go into the summit "with any preconceived notions."
A small group of lawmakers will create a specific proposal to bring back to legislative leaders.
