House kills a bill mandating how school money is spent

A bill that would require school districts to spend 65 percent of their operating funds inside the classroom died on the House floor Monday.

Although most Utah districts spend more than 65 cents of every dollar in classrooms, several other states spend more, said Rep. Greg Hughes, R-Draper, who sponsored the bill. It would have set a minimum level of classroom spending and require districts to apply for waivers explaining themselves if they can't meet that goal.

Opponents said the bill was unnecessary because most districts already meet that goal and the bill punishes small districts that have high busing costs. The House weakened the bill with an exemption for transportation, then killed it on a 24 to 49 vote.
