Davis County mayors pass transportation resolutions

CLINTON - Davis County's Council of Governments - the mayors of the county's 15 cities - passed two resolutions Wednesday in hopes of sending a message to state lawmakers that Davis - home to about 259,000 people - is serious about transportation.

For starters, all but two mayors voted in favor of a resolution urging Davis County commissioners to impose a $10 vehicle registration fee for the purpose of corridor preservation, with the top priority being the Legacy Parkway, planned west of the well-traveled Interstate 15.

The second resolution, passed unanimously, would give voters the chance in November to approve a quarter-cent sales tax, of which one-fourth would go toward corridor preservation and the remainder would fund transportation projects specified by the county's Council of Governments.

Mayor Shanna Schaeffermeyer of North Salt Lake and Clinton Mayor Mitch Adams broke ranks on the first resolution.

“I have heartburn over the $10 fee. We can't build a road to nowhere,” said Adams, fearful that Davis taxpayers could end up carrying the load to build Weber County's portion of Legacy Parkway as well.

Chuck Chappell, executive director for the Wasatch Front Regional Council, weighed in for Weber County, saying there's intent in Davis' neighbor to the north to define and preserve its portion of the Legacy corridor.

Schaeffermeyer feared her constituents might view the vehicle registration fee as paying for something they would rarely use.

“For our city, it's pushed so far west that we won't use it,” she said. Davis County Commissioner Louenda Downs said commissioners will address the Council's recommendations as soon as possible.

“This is for transportation, not for the county,” Downs said. “It's for the prosperity and future of the people who live here.”
