OREM - The City Council's decision on who should replace resigned Councilman Stephen Sandstrom was not black and white.

It was just black - Margaret Black, that is.

The 28-year Orem resident was appointed to the post Monday night with a unanimous vote from the council.

"I feel like I'll be a good City Council member," Black said. "I like to make things better and that's what I want to do as a council member - make Orem a better place to live."

Sandstrom, who resigned in December, knocked off incumbent Jim Ferrin in the June primary, then cruised to victory in November's general election to represent Utah's House District 58.

The council chose Black, a piano teacher, out of a pool of nine applicants that included a banker, an attorney and two college students. One of those students was Camille Harris, one of Black's piano students.

A 10th applicant, David Chao, asked to have his name removed from consideration prior to the selection.

City Council members met in a closed meeting Monday afternoon to debate the choices, then voted unanimously to appoint Black in a special meeting.

Following a brief reception, Black will be sworn in during tonight's regular council meeting.

Councilwoman Karen McCandless said the impressive candidates made the choice difficult, but Black's previous involvement proved her a good fit.

"She does her homework, she's familiar with the community and she'll be objective," said McCandless.

"She's just been outstanding on every assignment," said Mayor Jerry Washburn. "She's bright and a good thinker."

Black has an elementary education degree from Brigham Young University and is currently serving as the Orchard North Neighborhood Chair.

She and husband Dennis have raised all six of their children in Orem.

"She's very well-organized and she follows through - she doesn't give up," Dennis Black said. "If she's involved with something, she'll get the job done."

Black is the third council member appointed during Washburn's administration.
