OREM - The City Council set the stage this week for an arts renaissance in Orem by approving a strategic plan and creating an Arts Council. A Cultural Arts Advisory Committee spent nearly three years drafting the strategic plan, which outlines the city's goals for developing the arts. "The joy comes from the fact that we accomplished, to this point, what we started out to accomplish," committee Chairwoman Carol Walker said Wednesday. "I'm thrilled." With creation of the new council, the 10-member committee has been dissolved. But many of the panelists probably will end up on the council. The City Council will appoint the 11 Arts Council members Jan. 9. A major task for the Arts Council will be recommending how to divvy up revenue from Orem's Cultural Arts and Recreation Enrichment tax. The City Council will have final say. Passed by Orem residents in November 2005, the tenth of 1 percent sales tax is expected to generate about $2 million a year. The first CARE revenues will be allocated in July after an application and review process. - Todd Hollingshead
