The Cache County Council has unanimously approved a trails and parkway draft plan.
Tim Watkins, countywide trails coordinator, won over council members by wowing them with his first year's work - a proposal to link communities off the beaten track.
He also scored points when he assured elected officials this week that property condemnation is not part of the master plan.
"This can be done in a fair way that respects private property rights," Watkins said. "This is about working with landowners, developers and trying to eventually encourage trails as development occurs."
Next, Watkins will visit the governing members of each Cache community to gather support for the trail system.
