A bill to put teen drivers under the age of 18 on notice to stop talking on their cell phones while driving cleared the House on Thursday without a vote to spare. SB113 passed 38-31 vote.

But first, the bill sponsored by Sen. Ross Romero, D-Salt Lake City, was amended to reduce the proposed penalty from a class C misdemeanor to an infraction.

That means the measure must return to the Senate for its approval of the House amendment.
