Documents released Wednesday show investigators uncovered a litany of shocking behavior by two recently fired Tooele police officers, ranging from playing Twister drunk while in uniform to sexually harassing another couple and driving drunk.
In letters written to Det. Jamie Gutierrez and her husband, Lt. Jorge Cholico, Tooele Police Chief Ron Kirby suggests the pair were having a relationship with another couple outside their marriage. The documents, obtained through an open records request, say:
» The relationship between Gutierrez, Cholico and the other couple apparently began when Gutierrez went to the couple's home for a call about a property dispute. Gutierrez spent 4 1/2 hours at the house and began spending hours there on duty.
» A photograph shows Gutierrez in the other couple's home in uniform playing Twister. A witness said Gutierrez was drunk.
» Gutierrez walked down a street in uniform drinking beer and throwing the bottles on the side of the street.
» Gutierrez drove home from a concert drunk.
» Gutierrez supplied alcohol to a minor and allowed someone to drive drunk.
» Cholico witnessed or knew of all of the episodes and didn't do anything about it.
» Cholico violated policy by using his police car to give a woman a ride home from a bar.
» Gutierrez and Cholico also teased, sometimes with sexual comments, the other couple.
The letters released Wednesday do not give dates for the events. But problems with Gutierrez and Cholico were exposed when other officers responded to a report of a suicidal person, according to the letters. Kirby in a letter suggests that person was one of the spouses involved with the married officers.
Cholico also arrived at the scene and the person began to tell the officers what had happened with Gutierrez and Cholico, Kirby wrote. He also wrote that Gutierrez and Cholico tried to mislead detectives by downplaying their relationship with the other couple.
Kirby did not return phone calls seeking comment Wednesday.
In an interview Wednesday, Tooele city attorney Roger Baker said he removed the other couple's identity and discussions of whether sex occurred from the documents in order to protect that couple's privacy.
"The relevant finding is what action the city took," Baker said.
Tooele County Attorney Doug Hogan said his office has not been asked by police to consider any filing any criminal charges against Gutierrez or Cholico. Attempts to reach Gutierrez or Cholico for comment Wednesday were unsuccessful.
Both Gutierrez and Cholico had worked for the Tooele police force for at least 10 years before they were fired in June.
