Phipps disqualified in Ogden Council race

David Phipps, a candidate for Ogden City Council, has been disqualified after failing to turn in his financial disclosure form on time.

"I feel pretty crappy all the way around," Phipps said Friday. "I was the high vote-getter in the primary. We felt pretty confident."

But City Recorder Cindi Mansell said she had little choice but to disqualify Phipps from the race for the at-large Seat B when he did not turn in his disclosure by 5 p.m. Wednesday.

The original deadline had been Tuesday at 5 p.m., she said. But there were "mix-ups" in communication and she extended the deadline 24 hours.

Phipps said he arrived at City Hall 40 minutes late Wednesday.

"We put a lot of hours in on this. A lot of people worked very hard. It's just a shame," Phipps said.

After speaking with attorneys, Phipps said there is little chance to appeal the ruling.

This development appears to ensure that Bart E. Blair will be elected to the at-large Seat B post.

Neither candidate is an incumbent.
