Winners and losers from the first presidential debate. Herbert and Weinholtz square off in Logan. Lee blocks federal money for Flint residents.

Happy Tuesday. Monday night's first presidential debate proved to be worth all the hype. A record numbers of viewers tuned in as Hillary Clinton and Donald Trump led a heated discussion on economic plans, race relations in America and foreign policy tactics. In the end, Clinton remained cool while Trump appeared worked up. -> So who won? The Post's politics guru, Chris Cillizza, says Clinton came off well, the split-screen move was wise and moderator Lester Holt held it together by not playing a major role. Who lost? Trump, Trump's website (which went down during the debate) and the debate stage. [WaPost]

-> Sen. Mike Lee has used his congressional power to block funding legislation for Flint, Michigan, which has been steeped in lead-contaminated water for more than a year. -> With four days left on the clock, Democrats in Congress demand emergency funding for Flint be added to a mandatory-pass budget bill or threaten to block the legislation.
