The agency overseeing Utah's colleges has a new manager.

Julie Hartley, who previously oversaw a number of Utah State University branches, joined the Utah System of Higher Education on Monday. She is assistant commissioner of outreach and access.

Hartley has bachelor's degrees in anthropology and French from Brigham Young University, a master's in American Studies from Utah State University and a doctorate in anthropology from Columbia University. A former BYU anthropology professor of nine years, Hartley also taught composition and writing at USU and led research projects at Michigan State University.

She is leaving her post as director of USU's Tooele campus, as well as its programs in Wendover, Delta and Nephi.

Prior to that, she was head of college readiness at Elgin College in Illinois.
