The Piute County Sheriff's Office has identified a Filipino foreign exchange student who drowned in Otter Creek Reservoir last weekend.

Sheriff Marty Gleave said that 19-year-old Jommel Jan Salonga Muhi drowned after apparently being tossed into the water as Saturday's storms moved through the southcentral Utah region, capsizing the boat he and his brother were in.

Muhi's brother was able swim back to the boat, but the victim apparently suffered cramps and slipped below the surface.

Search and rescue workers located the victim's body underwater using sonar late Saturday night.

Muhi was not wearing a life jacket, Gleave confirmed on Tuesday.
