The Prison Relocation Commission would have until Aug. 1 to pick a location to build a 4,000-bed penitentiary that will cost the state at least $500 million to construct, under legislation that passed the House on Monday.
HB454 also states the Legislature must approve the eventual prison site, which would replace the lockup in Draper, and Gov. Gary Herbert would have a chance to approve or veto that selection. Rep. Brad Wilson, R-Kaysville, the sponsor of the bill and the commission's co-chairman, expects a special session to take place this fall. The bill creates a new board, the Prison Development Commission, that would supervision the construction.
