Homeowner associations — which provide many local services and decide what home remodeling may be allowed in some subdivisions — soon may be required to notify interested members about when their meetings are.

The House on Monday passed HB99 on a 66-6 vote to require that notification emails be sent to homeowners who request them. The bill now goes to the Senate.

The bill's sponsor, Rep. Mike Schultz, R-Hooper, said state law currently does not require any notification about when board meetings are held, although many associations require it in their own bylaws.

Some lawmakers questioned if it is wise for the state to interfere with such private groups. Rep. Jon Stanard, R-St. George, said, "I personally believe it is good public policy to allow people to be notified of board meetings affecting their personal property."

Schultz said the bill helps ensure that the associations "are not operating in the dark outside of public view."
