A former prison inmate was being arrested for a parole violation Wednesday in Eagle Mountain when he managed to steal a Utah County sheriff's deputy's pickup and flee to Saratoga Springs, where he tried to carjack another vehicle before a civilian caught him.

The man, 23, was cuffed and barefoot in the deputy's pickup about 4:30 p.m. when the deputy went inside to get a pair of shoes for the prisoner, Sgt. Spencer Cannon wrote in a news release. The prisoner managed to undo his seatbelt and slip his arms around his feet, bringing his cuffed hands in front of him. He then got into the driver's seat and fled.

Officers chased the man from the Eagle Mountain city center to State Road 73, which he took east toward Saratoga Springs, driving at more than 90 mph, in and out of oncoming traffic. An officer placed spike strips on the road, disabling the pickup.

The man got out, ran away and tried to carjack another vehicle. A passer-by noticed the man running from police and helped apprehend him, Cannon wrote.
