The Bear River Migratory Bird Refuge has announced the winners of its first annual photo contest.
Brigham City's Josh Kelly took first place honors in best of show and wildlife categories. Kris Van Fleet of Holladay took first in plant life. Scenic photo honors went to Ogden's Dennis Montgomery. And Phil Reyes of Brigham City took first in recreation/education. The winning entries are posted at: www.bearriver.fws.gov.
All 68 entries are on display in the refuge's wildlife education center, 2155 W. Forest St., Brigham City. Hours are Mon.-Fri, 8 a.m.-5 p.m.; Saturday 10 a.m.-4 p.m.

» Explore the world of creatures that crawl with Ogden Nature Center experts on Nov. 10, 18, and Dec. 5. The Walkers, Trotters, Creepers & Crawlers Preschool Program is for ages 3-5. Cost is $3 per child. Class time are 9:30 a.m., 11 a.m., and 1 p.m.
Public comments sought for Anasazi State Park
Utah Parks and Recreation is seeking public comment on a draft resource management plan for the museum in Boulder. The draft identifies issues relating to public use, resource management and future development at the park. Winter Use Plan for Yellowstone, Grand Teton
Public input is being solicited for proposals regulating winter travel in Yellowstone and Grand Teton national parks. The new plan would provide limited guided snowmobile and snowcoach travel. Due to the previous plan's rejection earlier this year by a federal judge in Washington, D.C., neither snowmobiles or snowcoaches are allowed in either park. The preferred alternative allows up to 318 commercially guided snowcoaches a day in Yellowstone as well as motorized oversnow travel over Sylvan Pass and Yellowstone's east entrance. The 2008-09 winter season is scheduled to begin Dec. 15. Park managers believe an approach including both snowmobile and snowcoach access reduces impacts of both to acceptable levels
Comments can be submitted by electronic form at www.parkplanning.nps.gov. Written comments may be submitted through this Web site, in person, or by mail. Comments will not be accepted by phone, fax, or e-mail. All public comment must be received or postmarked by midnight, Nov. 17, The proposed rule and an electronic form to submit written comments will be available online at www.regulations.gov. You can find the proposed rule by searching the "Documents Open For Public Comment" and selecting the National Park Service as the agency. Once comments are analyzed, the National Park Service will make a decision on the proposed plan. The National Park Service expects to have a decision regarding winter use management prior to Dec. 15. Wasatch Mountain State Park plan
The Utah Division of Parks and Recreation is developing a resource management plan for Wasatch Mountain State Park. Pubic meetings are Nov. 12, 7 p.m., at the Visitor Center Theater at this is the Place Heritage Park, 2601 Sunnyside Ave., Salt Lake City; and Nov. 25, 7 p.m., at Soldier Hollow Day Lodge, 1370 W. Soldier Hollow Lane, Midway.
Discussion items include identifying issues relating to public use, resource management and future development at the park and coming up with recommendations to guide park managers for the next 10 years. Applications for San Juan River Trips
Applications for permits to float the San Juan River on any segment between Montezuma Creek and Clay Hills Crossing for the 2009 season are now online at www.blm.gov/ut/st/en/fo/monticello/recreation.html. Completed applications must be mailed to the Monticello Field Office, PO BOX 7, Monticello, UT 84535. If you wish to be included in the lottery for trips between April 1-Oct. 31, 2009, applications must be received by Jan. 30.
