I can't help but wonder why anti-mandatory health insurance folks like Leslie Kappel, so worked up about government intrusion, aren't outraged that the government requires hospital emergency rooms to provide medical care to all Americans regardless of their ability to pay ("Constitution guarantees freedom to choose health care," Forum, Jan. 16).

If she doesn't want the government forcing her to buy health insurance, I wonder if she would be willing to carry a document alerting medical personnel that they should withhold treatment until she can prove herself able to pay her bills?
