Too bad court can't force Congress

Is it too bad that the Constitution does not give the Supreme Court original jurisdiction to adjudicate disputes between the branches of government ? Otherwise maybe the president in a mandamus action could compel the speaker to have a vote on a spending bill without language defunding Obamacare.
