Condense the vapors

Every day I fill my car's gas tank, I smell raw gas fumes. But when my car fails emissions testing for a gas cap leaking a very small amount gas vapors, it fails. This puzzles me, as in many areas of our country they recover these vapors, mostly in counties that test for vehicle emissions.

I remember from chemistry that vapors condense and form a liquid.

Hmmm, recover the vapors, condense them, and then sell the liquid for money. My theory must be flawed, as Utah hasn't done anything here.
