Thanks to a citizens’ initiative, voters in Kaysville will cast ballots in the fall on whether to restrict the use of revenues from the city’s power company to “direct operations” of the electrical system only. Under Proposition 5, the Kaysville Power Department also would maintain an emergency fund.
