Posted: 10:54 AM- The bill meant to give school administrators a way to block gay support clubs passed the Legislature on Wednesday.

The House concurred with the Senate despite gutting the bill earlier on a 41 to 29 vote. The bill, sponsored by Springville GOP Rep. Aaron Tilton now goes to Gov. Jon Huntsman Jr. for his signature. This is the second year Tilton along with Sen. Chris Buttars, R-West Jordan, attempted to push the controversial measure. It died on the last day of the session last year.

The bill requires parental consent forms and sets up a detailed - opponents say onerous - process to set up a club.

But the key provision allows administrators to block groups they don't like for moral reasons. Some districts could allow Gay Straight Alliances and some could reject them. Buttars said school districts have avoid the issue because they fear a lawsuit, but he believes the bill compels the Attorney General's Office to handle all cases and assume the costs.
