House again sinks stream-access bill

A bill that would define which streams on private property are open to public access sank for a second time in the House on Monday.

HB187, sponsored by Rep. Ben Ferry, R-Corrine, would have established a policy board to make such determinations. Lawmakers have been flooded with e-mails and phone calls, mostly from bill opponents.

The measure resurfaced on the House floor after failing earlier in the session. But after three substitute bills, more than 20 amendments and hours of debate, the bill once again foundered in a 43-31 vote.
