When San Juan County Commissioner Phil Lyman led a protest on ATVs through Recapture Canyon last spring, it caused $400,000 in damage, say federal investigators. But several Utah legislators are hoping the state will shoulder part of the costs for Lyman's legal defense and likely appeal.
