Four Utah counties want to invest in an export hub in Oakland, Calif., in order to ship coal and other resources abroad. Proponents say it would open up new markets for these rural counties; critics say shipping coal to developing nations is irresponsible both for the global environment and local taxpayers.

On Tuesday at 12:15 p.m., Dr. Laura Nelson with the Governor's Office of Energy Development, Cesia Kearns of the Sierra Club and Tribune environment reporter Brian Maffly join Jennifer Napier-Pearce to talk about the export plan.
