How Donald Trump will make Mexico pay for the border wall. Utah's House members vote in lockstep. Hatch praises trade secrets legislation that passes Senate.

Happy Tuesday. Donald Trump has finally explained how he's going to make Mexico pay for that huge wall: end U.S. money transfers. Trump says in a two-page memo that he would threaten to prohibit money transfers from the United States to Mexico — a move that could decimate the U.S. neighbor's economy — unless it agrees to build that 1,000-mile-long border fence.
